That question was the title of a presentation that Natasha Dobler, Executive Director of Nova Vita Domestic Violence Prevention Services, gave for Brantford and Brant County council members of the Social Services Committee on Wednesday as they considered a staff report explaining why a review of the local shelter system originally due in June is delayed until September.
